Define New Types of Features Wizard Not Loading - SDE

Hello,

I am using the Parcel Fabric with the Local Government Information Model within an SDE environment. I am attempting to add a new feature template to the 'Subs and Condos' feature layer by right-clicking the layer -> Edit Features -> Define New Types of Features. The wizard will not start no matter what I try. Does anyone have any suggestions about this? I have the same parcel fabric in a file geodatabase and it works fine...is this some kind of permissions issue?
