Setting Time Slider Interval by Layer Records

Is there a way to use the Time Slider (or other tool) to control the time interval display for each record, rather than for the whole layer? For instance, in my layer "Animal Observations" I'm trying to show Observation #1 on Jan 1 for 2 weeks (Jan 1-14), then Observation #2 on Jan 10 for 2 weeks (Jan 10-24), etc. There are about 3000 observations so breaking it into separate layers isn't going to work.
