Joining the Table to Layer

Hi all,

I'm practicing joining the layer with the table data but I have problem and I hope everybody can help me.

This is my table data

After join

My problem is why after joining the table just keep only one record ? where's the other ?
Is there a possible way to join that will keep all records ? For example:

Input table:

County Population
Autauga County 54,634
Autauga County 55,392
Autauga County 55,514

Target table:

County
Autauga County

After joining

County Population
Autauga County 54,634
Autauga County 55,392
Autauga County 55,514

Please help me :(
