Privilege option disabled on certain data set

Hi All,

Environment:
Database:Oracle 10.2.0.4|SDE:9.3.1 |ArcDesktop: 9.3.1 |

In ArcCatalog i want to grant certain privileges to feature data set, so i right click on the data set and click on privileges option.
But i see the option is disabled for certain data set which contain Network data set within.

I am using the ArcInfo license and i am also the owner of the object.
I am able to grant privileges to data set which contain only feature class within.

How can i resolve this issue?
and is there a way in Catalog to view the locks on data set?

Its not just privilege ., lot of other options are also disabled.
