ArcGIS Desktop slow to start in certain circumstances

I use ArcGIS Desktop (ArcInfo) on a Dell Latitude with an i7 2.20GHz, 8 gigs of ram, 64 bit, on Windows 7 SP1. I check out my license from my employeer so I can work in disconnected environments. I have noticed some pretty big differences in the start up time of ArcMap and was curious if there is anything I can do.

For example:
If I am at home, on a wireless internet connection, I get the following:
Connected to my company's network via VPN: 12 second start up.
Not connected to the internet at all (wireless radio turned off): 6 second start up.
Internet on, no VPN: 10 minutes, 18 seconds!

There were no computer reboots between the tests, and ArcMap was started and shut down once prior to testing, so none of the starts were the 'first start of the day', and in fact, the order I tested, is the order above. This is the order of things I did on my computer: Connect/turn on VPN, start ArcMap, stop, turn off VPN, turn off WiFi radio, start ArcMap, Quit ArcMap, turn on WiFi radio, start ArcMap.

I have recently reset the personal settings by renaming the directory here. C:\Users\<username>\AppData\Roaming\ESRI

In reading this post (http://forums.arcgis.com/threads/608...1-slow-to-open), I also renamed the ArcGISConnection.exe. No change. I did notice that there is also an exe called ArcGISConnectionTest.exe I renamed that applicatoin as well, and started ArcMap and had the same results.

I have signed out of ArcGIS Online. No change.

Others I work with have noticed the same thing, and conincidentially, when using FME software. I mention this because FME uses the same license manager software (GlobeTrotter).

Is this slow down due to the license manager? Or is there something I am missing? Should I just disconnect from the internet each time I start ArcMap as a work around?
