I have on several occasions used Create Random Points to select from multiple polygons and have points separated by a minimum distance. The problem is that the tool stops allocating points as soon as it meets a disagreement. For instance, if a polygon of feature A is too small to fit two points due to my minimum distance then it stops allocating points despite there being other polygons of the same feature that could fit many additional points, up to the number I wanted. Is this something that can be avoided, or is it inherent in the tool? Thanks!
