Easiest process to count the amount of fault along a water main?

Hi,

I’m hoping someone can explain the easiest process to count the amount of faults (shown by red crosses) along each segment of water main (shown by blue line) – See Screen Shot Below

Once I count how many faults along each line of water main, I then need to divide this number by the length of the segment. Now this will give me a fault rating, which i can then use to organize my Forwards Work program and look at what water mains need replacing.

Is there a tool that will spatially move the points to the closest water main, then count them???

I don’t want to physically move the fault location though, this is not necessary.
