Something simple!

Hi - I'm having trouble doing something what I would think is relatively trivial! I have a CSV file that has county code that is defined as a text field - i.e. every row in the column is enclosed in "" (for e.g. "01001"). When I bring this into ArcMap, it converts to a numeric field (i.e. "01001" becomes 1001). I would think that ArcMap would honor such data type definitions. Am I missing something?
