Disconnecting a user from within ArcCatalog

Hi,

Within ArcCatalog I am able to right-click > Manage > Locks >

on the Lock screen select the lock you want to remove, right-click disconnect user.

Then I get insufficient privileges.

I tried as SDE and I tried as DBA. Both not enough privs.

What privilege is required to be able to disconnect a user from within ArcCatalog?
