Parcel Fabric at 10.2 now takes 6 minutes to add to map

Anyone else having load time issues with the Parcel Fabric at 10.2? I thought it was because MapPlex was not on by default but I changed that with the same results. The fabric now takes ~6-9 minutes to load as compared with 10.1 yesterday at about 25 seconds.

I have upgraded the database and the Fabric, running on XP 32Bit, pulling fabric from SDE.
