“Spatial join” with “are identical to” match option,

I have two polygons layers (attached) that are completely identical to each other except at 3 or 4 polygons.

I wanted to transfer the values from the join feature to the target. I was expecting that all values will be transferred to the new layer except where polygon features are not identical. That doesn’t happen.

What might be the issue here? is this a bug?

How the values can be transferred from a layer to another where the polygon features are completely identical and to leave the records empty where they are not.
