Need to map PLSS well locations in Arcmap to project as UTM coordinate?

working with 10.2
I have excel 2007 well locations in PLSS format, QTR_QTR_QTR
I have an existing county framework data with attributes in QTR_QTR, I know where the well locations should end up based on this data.
Need to find way to download the excel table to work with it and enter in XY corrdinates for the well points to project in UTM.
Any ideas?
