Error 000816 and the Load a Topology to a Parcel Fabric Tool

I've been trying to create a Parcel Fabric, and everything works well, even worked out my topology errors, until I get to this step. I'm running ArcGIS for Desktop 10.2.1 with an Advanced License, so I don't think any tool should be unavailable to me, but when I run the Load a Topology to a Parcel Fabric Tool, I get an Error 000816: The tool is not valid. When exploring this error, it doesn't seem like it should apply to this tool, and I do not see any marks on the tool icon to indicate it can't be used.

Does anyone have any idea what's wrong?
