Endless prompting to build pyramids

Starting with 10.2.1 (and now continuing with 10.2.2) I am given the option of building pyramids for any raster I add to ArcMap. I've tried all of the obvious things:

• When prompted, select "Use my choice and do not show this dialog in the future" and click "No"
• Customize --> ArcMap Options --> Raster Dataset--> "Never build pyramids and don't prompt in the future"
• Geoprocessing-->Environments-->Raster Storage-->uncheck "Build Pyramids"

Doing any of these things will solve the problem for the current ArcMap session. But no matter what, when I restart ArcMap and add a raster (confirmed for both FGDB rasters and TIFF), I will get the prompt again. Anyone know where this setting is stored, or how I can get this fixed?
