Conflict between boundary of a layer and labels of other layer,

I couldn’t figure out how to vanish the conflict between the conflict between the boundary of a layer and the labels of other layer. In the screenshots below, the label shouldn’t be overlapped by the boundary considering that:

1. The grid layer has the highest priority

What might be the issue then? How to avoid such overlap?
