Scale bar not matching numerical scale

In ArcMap 10, my numerical scale is 1" = 100', however on my print out, my 500' scale bar only measures ~4.85". I am printing to 11x17 with no shrinking. Any ideas?

***All of my data is currently in state plane feet (i.e. a projected coordinate system).
